The High Council
The high council will be the leaders of the 5 departments: Territory, Data, War, Diplomacy, and Migration. All these roles will be r4 roles in each alliance except for migration that will be managed by 3 people including that department's leader.

The Low Council
We will have a low council that will be the leaders of the teams (sub-departments supervised by their respective father department leader and co-leader) and the co-leaders of the departments. All r4s will be part of a department or team depending on their r4 role.
